A sectoral analysis of output elasticity of employment in South Africa

Background: Despite considerable efforts by the South African government, such as Youth Employment Service (YES) programme, unemployment remains an enigma. Aim: The study seeks to explore responsiveness of sectoral employment changes in output Africa. Setting: We focus on agriculture and informal sectors, with understanding that a large portion (93%) Africa’s unemployed population does not have tertiary education qualifications. Thus, current phenomenon appears necessitate development policies will create inclusive skill-based jobs. study’s hypothesis is theoretically underpinned Okun’s law, according which growth considered primary labour demand stimulus economy. When function co-integrated, law assumed hold; otherwise, ‘jobless growth’ applies. Method: findings from Engle-Granger two-step testing procedure double-log linear over 1993–2018 period show evidence jobless formal agricultural sector, while non-agriculture sectors demonstrated features law. Results: Notably, authors found fairly elastic (1.35%) intensity equilibrium adjustment rate 86% within year, ceteris paribus .
